The State Council, China's cabinet, has issued a new guideline to implement the country's Healthy China initiative.
With focus on disease prevention and health promotion, the guideline proposed 15 special campaigns to “intervene in health influencing factors, protect full-life-cycle health and prevent and control major diseases.”
An action plan for 2019-2030 has also been rolled out, specifying objectives and tasks of each campaign, as well as responsibilities of different actors in the campaign.
Major objectives of the action can be divided into three parts:
1. Comprehensive intervention on health-influencing factors, including popularizing health knowledge, implementing rational diet, nationwide fitness programs and tobacco control, and promoting mental health and healthy environment.
2. Protect full-life-cycle health, including health of women and children, primary- and secondary-school students, workers and the aged.
3. Prevent and control major diseases, including cardiovascular and cerebrovascular diseases; cancer, chronic respiratory disease; diabetes; and infectious and endemic diseases.

The plan also gives suggestions on how individuals, families and society can improve the overall mental health situation, such as by using more scientific methods to ease pressure, ensuring enough sleep, giving full play to the role of mental healthcare institutions, and enhancing mental health education among new employees and students.
In 2016, the Communist Party of China Central Committee and the State Council released the “Healthy China 2030” blueprint, which covered areas such as public health services, environment management, the medical industry and food and drug safety.

01 Look at the pictures and describe the goals related to Healthy China initiative.

02 Watch a speech. Pay attention to the pauses and stresses of the speaker and make some notes on the following script.

Life can be brutal. Life can be unforgiving. If I had to sum up, in one word, the difference between the greats and the average, the difference between the successful and the nobodies of the world, one word, one attribute, to describe the difference — discipline.
If you don’t have the discipline, you can forget about the trophy, you can forget about the success, your greatness. All champions have discipline. It’s the discipline to work hard, you know, not when everyone is watching, but when no one is watching. When the fans aren’t there, when the coach isn’t there, what is you and your character? The discipline to eat strong healthy foods, when you have other tempting options, when those around you might not be so strong. The discipline is say no when those around you choose to be average. The discipline to keep going when it hurts, because life doesn’t give you what you want, it gives you what you deserve. And if you haven’t worked for, if you haven’t sacrificed for it, if you haven’t given your all, then you don’t deserve, and you won’t get it.
Push through the pain. On the other side, is growth. When pain comes, that means it’s time to show character. Show me your character. Remain discipline. Stay strong when it all seems hopeless, keep plugging away. Nothing can stop you, if you don’t stop for anything. Don’t stop for anything. Never break your discipline. Remain faithful to yourself and your vision. When it gets painful, push harder! Push through the pain! You gotta have the discipline, to do eleven when your opponent stops at ten.
The discipline to keep going when it hurts, because life doesn’t give you what you want, it gives you what you deserve. And if you haven’t worked for it, if you haven’t sacrificed for it, if you haven’t given your all, then you don’t deserve and you won’t get it. Show your character! Remain disciplined! Stay strong! Don’t say "why the pain". Don‘t say "why me". Say "try me!" Say "Is that all you’ve got? Give me more!"
Keep plugging away, when there seems to be no hope or victory. When you don’t see the results, hang in there! Be strong! Be brave! Remain disciplined! And your time will come.

Presentation Feature: Intonation and stress for key points
What is it?
Intonation refers to the pitch that is used to speak. English has a particularly wide pitch range that allows speakers to vary their pitch by making it rise or fall when expressing an utterance (e.g., sentence or question). Stress refers to an increased loudness for a syllable in a word or for a word in a phrase, sentence, or question.
Why is it important?
Intonation and stress are important because they assist in communicating additional meaning to an utterance. It helps to strengthen a specific meaning, attitude, or emotion in an utterance. A speaker can use intonation and stress to inform the audience that a particular part of what the speaker is saying is important or worth attending to.
How is it done?
Regarding intonation, a speaker can raise or drop the pitch in order to express different meanings. For example, the question “why is experiential learning taught like this?” can be said in two different ways to express two different meanings. The speaker can use a falling pitch at the end of the question on the word “this” to express a genuine question. Alternatively, the speaker can use a rising tone on the word “this” to express surprise or disagreement. Regarding stress, a speaker can say a syllable of a word or a word in an utterance louder than other parts of the utterance to emphasize its importance to the audience.
