国家职业资格证书是国家证书制度的一个组成部分,它通过国家法律、法令和行政条规的形式,以政府的力量来推行,由政府认定和授权机构来实施,在全国范围内通用的,对劳动者的从业资格进行认定的国家证书。它是表明劳动者具有从事某一职业所必须具备的学识和技能的证明,是对劳动者具有和达到某一职业所要求的知识和技能标准,通过职业技能鉴定的凭证,是职业标准在社会劳动者身上的体现和定位。
The national professional qualification certificate is a component of the national certificate system. 1.职业资格证书 Professional qualification certificate
职业资格证书是反映劳动者具备某种职业所需要的专门知识和技能的证明。职业资格证书与职业劳动活动密切相联,反映特定职业的实际工作标准和规范。

2.国家职业资格证书制度 National vocational qualification certificate system
按照国家职业标准,通过政府认定的考核鉴定机构,对劳动者的技能水平和从业资格进行评价和认证的国家证书制度。
A national certificate system that evaluates and certifies the skills and qualifications of workers through the assessment and appraisal institutions recognized by the government according to the national professional standards.
3.国家职业资格五级 National vocational qualification level 5
初级技能:能够运用基本技能独立完成本职业的常规工作。
Primary skills: be able to use basic skills to complete routine work of the profession independently.
4.国家职业资格四级 National vocational qualification level 4
中级技能:能够熟练运用基本技能独立完成本职业的常规工作;并在特定情况下,能够运用专门技能完成较为复杂的工作;能够与他人进行合作。
Intermediate skills: able to skillfully use basic skills to independently complete routine work of the profession; And can use special skills to complete more complex work under specific circumstances; Able to cooperate with others.
5.国家职业资格三级 National vocational qualification level III
高级技能: 能够熟练运用基本技能和专门技能完成较为复杂的工作;包括完成部分非常规性工作;能够独立处理工作中出现的问题;能指导他人进行工作或协助培训一般操作人员。
Advanced skills: able to skillfully use basic skills and special skills to complete more complicated work; Including completing some unconventional work; Able to deal with problems in work independently; Be able to guide others to work or assist in training general operators.
6.国家职业资格二级(技师)National vocational qualification level II (technician)
能够熟练运用基本技能和专门技能完成较为复杂的、非常规性的工作;掌握本职业的关键操作技能技术;能够独立处理和解决技术或工艺问题;在操作技能技术方面有创新;能组织指导他人进行工作;能培训一般操作人员;具有一定的管理能力。

7.国家职业资格一级(高级技师)National professional qualification level I (senior technician)
能够熟练运用基本技能和特殊技能在本职业的各个领域完成复杂的、非常规性的工作;熟练掌握本职业的关键操作技能技术;能够独立处理和解决高难度的技术或工艺问题;在技术攻关、工艺革新和技术改革方面有创新;能组织开展技术改造、技术革新和进行专业技术培训;具有管理能力。
