原文:2012年底,习近平总书记到阜调研考察扶贫开发工作,做出了“治贫先治愚、扶贫先扶智”①的重要指示。2013年5月,在国管局及省市县各级党委政府的大力支持下,中国一汽、上汽、长安、比亚迪4家知名车企与阜平职教中心共同建成阜平梦翔汽车培训基地②。基地以“立足阜平、辐射周边、服务三农、推动扶贫”为发展定位,现已成为“燕山-太行山”连片特困区域扶贫开发示范性项目。
2013年7月17日,市教育局以阜平梦翔汽车培训基地建设为契机,组建了横跨晋冀两省、覆盖燕山-太行山连片贫困地区11个县的“9+2”职业教育协作区。2018年,阜平职教中心迁址阜平经济开发区新校区,阜平梦翔汽车培训基地随之整体搬迁至学校东实训楼,建筑面积14223.98㎡。
基地建成以来,4家车企依据教学实训需要,累计投入整车、汽车发动机等2000余万元设备,累计选派200余名技术骨干③相继到基地任教,设立“一汽梦想基金”“上汽荣威奖学金”“上汽名爵奖教金”等奖学奖教金,极大提升了阜平职教中心汽车专业教育教学水平,助推学校驶入发展快车道。
译文:In late 2012, General Secretary Xi Jinping went to Fuping to inspect the development-oriented poverty alleviation, and gave an important instruction—"to eliminate poverty, we must first develop education"①. In May 2013, with strong support of the National Government Offices Administration as well as Party committees and governments at the provincial, city and county levels, four well-known automobile enterprises, FAW, SAIC, CHANGAN and BYD, jointly set up Fuping Mengxiang Automobile Training Center(FMATC)with Fuping County Vocational and Technical Education Center②. Based on Fuping with a mission of stimulating the development of the surrounding areas, serving agriculture, rural areas and farmers, and promoting poverty alleviation, FMATC has become a demonstration project for poverty alleviation and development in contiguous impoverished areas from Yan Mountains to Taihang Mountains.
On July 17, 2013, Baoding Education Bureau took the opportunity of launching FMATC to set up a "9+2" vocational education cooperation zone spanning Shanxi Province and Hebei Province and covering 11 counties in contiguous impoverished areas from Yan Mountains to Taihang Mountains. In 2018, Fuping County Vocational and Technical Education Center was relocated to the new campus in Fuping Economic Development Zone, and FMATC was relocated to the East Training Building of the Center, with a building area of 14223.98 m2.
Since FMATC opened, to meet the needs of teaching and training, four automobile enterprises have invested more than 20 million yuan for equipment such as complete vehicles and automobile engines. More than 200 technical professionals③ have been selected to teach at FMATC. Scholarships and teaching grants such as "FAW Dream Fund", "SAIC Roewe Scholarship" and "SAIC MG Teaching Grants" have been set up. These have greatly improved its teaching quality and promoted its rapid development.
