why not结构常用于情景反应中。

上述两句中so替代的是句子，分别相当于Why didn't you stop him和Why shall we not go camping tomorrow。这个句型与“why not+不带to的不定式”是不一样的。“Why not+不带to的不定式”句型用来提出建议。
