On this splendid moonlit night in mid-autumn，as we gather in the beautiful cityof Shanghai，located on the coast of the Eastern Sea，let me，on behalf of the Chinese government and people，extend a warmwelcome to the friends who have come to take part in the'99 Fortune Global Forum，which is sponsored by Time-Warner Group Inc．．

This forum's theme is“China:the next 50 years”．China is a large developing socialist country，and its future development will not only directly affect the future of the Chinese people，but will also have important impact on the development and progress of Asia and the world．

Over the past hundred-odd years，the Chinese people have gone through storm and stress，and in the course of vigorous struggle they have accomplished a great historic transformation．New China's 50 years of development have resulted in accomplishments that have astonished the world．

Only six years ago，in this Lujiazui District of Shanghai's Pudong area，where we are gathered this evening，there were only run-down houses and farms．Now it is a vibrantmodern financial and business zone，full of high-rise buildings．Over fifty years ago，I was in Shanghai attending university．At that time，I had a deep sense of the poverty，backwardness and feebleness of the old China．It was then that I decided to devote myself to the noble task of building an independent，free，democratic，unified，rich and powerful New China，and I have been struggling for that to this very day．Fourteen years ago，I became mayor of Shanghai and experienced the process of reform，opening-up and modernization in this，China's biggest city．I'msure that all of you have seen with your own eyes the constant and unceasing transformation of Shanghai．The growth of Shanghai is one reflection of the enormous changes taking place in China．

In the first 50 years of the 20th century，the Chinese people made unflagging efforts to change the tragic fate that had been theirs ever since the OpiumWar．After arduous and valiant struggle，they finally ended their semi-colonial and semi-feudal history，won independence for the nation and freedom for the people，and founded the People's Republic of China under the leadership of the Communist Party of China．

首先，热烈欢迎各位来到香港。中国香港得以主办世界贸易组织第六次部长级会议，深感荣幸。

这个星期，我们在此共聚一堂，利用这个千载难逢的机会优化现存的国际贸易环境，为全球各地更广泛地创造财富。更重要的是，帮助贫困地区千百万穷人脱离贫穷。我很高兴中国香港今天能牵头承担这项伟大的任务。

世贸组织极其重要。它是处理全球贸易规则的唯一国际组织。世贸组织对香港也极其重要。香港地方狭小，属外向型经济，除了一个优良的深水港外，没有其他天然资源。香港靠的是发展自由贸易以及香港人的勤奋进取，才使昔日的小渔村变成了今天的国际及区域的商业枢纽。

因此，我恳请各位在未来的几天以及会议之后，抽空看看我们的城市。你们将会明白为什么克林顿总统曾经说香港是全球互补互惠、益处无穷的最好证明。

全港市民决心把这次会议办成一次成功的盛会。自从世贸组织两年前接受香港为这次会议的主办城市后，香港各界人士包括公务员、立法委员、区议员、非政府组织成员、商界领袖、服务供应商、志愿者和广大市民，就一直不懈地努力。我们有一个共同的目标:把会议办得井然有序，使会议可以在公开和包容的氛围下高效地进行。香港全体市民的努力，今天就展现在各位面前。

Today marks the successful opening of the International Workshop on Environmental Protection jointly sponsored by the Chinese Ministry of Agriculture and the US Department of Energy．On behalf of the Chinese Ministry of Agriculture，I would like to extend my congratulations on the opening of this workshop，and my warm welcome to Chinese and American government officials，experts，and entrepreneurs present today．

Resources，population and environment are the three key issues which have attracted worldwide attention．Governments of all countries are taking activemeasures to raise the utilization efficiency of resources so as to improve the deterioratingenvironment for human existence．

The Chinese government has always attached great importance to the exploitation of renewable sources of energy．In China'sAgenda 21，it has reiterated its strategy for sustainable development of energy by development and disseminating renewable energy technologies．

The Chinese Ministry of Agriculture has been vigorously promoting the use of coal-saving stoves，biogas，solar energy，wind power，small hydropower stations and transformation of agricultural wastes into energy，all of which are importantmeasures to protect the environment．After over 20 years of efforts，this progress has achieved remarkable results．

In accordance with the Chinese government's strategy to revitalize China through relying on science and education and strategies for sustainable development，the Ministry of Agriculture will continue to promote the development and utilization of renewable sources of energy in rural areas，and wishes to have further cooperation with governments of other countries and international organizations，including the US Department of Energy．

我很高兴能再次来到北京参加第七届亚欧首脑会议，并且得到在贵校这一培养中国未来领导人的重要学府做演讲的机会。尤其令我欣喜的是，欧盟委员会曾经为贵校提供过支持。

但是，请允许我首先就奥运会的成功举办向在座的各位表示祝贺。这一盛会让世界各地的许多家庭看到了今天的中国。北京奥运会生动地向世人展示了生机勃勃的中国正在发生的巨变。这一画面将被亲历过北京奥运会的人们所永远铭记。我相信北京奥运会让世界和中国更加紧密地联系在一起。这种联系也正是我们着眼于未来而所要加强的。

众所周知，我们生活在一个活跃甚至富有戏剧性的时代。中国和欧盟在全球范围内找到共同解决全球问题的方法方面发挥着重要作用，下面我将介绍一下我们目前所面临的一些主要挑战以及如何通过加强合作来应对这些挑战。

上个月我们见证了一场数十年未遇的金融危机。我们看到股票市场下跌，银行被政府接管，辛苦积攒的储蓄荡然无存，一些知名的机构一夜之间不复存在。

这场金融危机显示了我们之间如此之深的相互依存程度。一年前发生在美国的次级贷款这一看似孤立的事件已逐渐蔓延开来。这再次说明市场和投资在今天的世界经济中已超越国界。

It givesme great pleasure to attend this First Annual Conference of Bo'ao Forum for Asia．I would like to discuss with you issues concerning Asia's regional cooperation and development in the new century．

As the biggest continent on the earth，Asia takes up 60 percent of its population．It has abundant resources，long history and magnificent and exquisite cultures．With its stupendous changes and rise in the last century，Asia wrote a glorious chapter in the annals of its own development and left a brilliant hallmark on the advancementof human society．Looking into the new century，this great continent of many splendid ancient civilizations will surely embrace an even more colorful modern civilization．

In recent years，thanks to the joint efforts of Asian countries，there has been a growing awareness of regional cooperation featuring greater tolerance，equality and gradual progress while a situation of open，healthy and mutually beneficial cooperation is taking shape．APEC ismaking steady progress．The East Asia regional cooperation has gone ahead with full stream and the Shanghai Cooperation Organization is functioning smoothly．Last November，China and the ASEAN members agreed to gradually build a China-ASEAN free trade area in the coming decade，and the various quarters are making contacts for an early launch of negotiations．These developments will provide important channels and mechanisms for wider exchanges and deeper cooperation among Asian countries and regions．However，compared with Europe and North America，Asia's regional cooperation is still rather backward．We have of late heard quite some insightful views on the orientation of regional cooperation in Asia．

“Info China 2007”co-sponsored by the Informatization Office of the State Council，Ministry of Information Industry，National Development and Reform Commission，Ministry of Commerce and Advisory Committee for State Informatization is officially inaugurated today．As a flagship event of China's information industry，the conference will surely boost e-commerce development in China in a healthy，fast and lasting way．On behalf of the Ministry of Commerce，I would like to expressmy sincere congratulations on the opening of the conference．

Today，I would like to speak briefly on“accelerating E-commerce for thedevelopment ofmodern services”．

I．Important role ofmodern services in China's national economy

At the 16th CPC Party Congress，the Central Government brought forward the scientific outlook on development and called for comprehensive，harmonious and sustainable development．Developing modern services is precisely an effective means to this end in line with the new situation of opening-up．

On March 19，2007，the State Council issued the Opinions of the State Council on Accelerating the Development of the Services Sector，which set forth the specific goals for services development and clearly indicated that the services sector was an important componentof China's economy．By the year2010，the share of added value generated by services in total GDP will have increased by 3%than that of the year 2005，its share in the total job creation will have risen by 4%over that of2005，and total services trade volume will have amounted to 400 bn USD．

首先我要向北京大学表示祝贺，今年是北大成立110周年校庆——贵校的历史比澳大利亚联邦的历史还要长3年。

北京大学是中国最有名的大学。在中国近代历史上有着重要的地位和作用。

20世纪初是中国经历迅速变革的一个时期。正是北京大学引领了当时的运动，将中国引向了一个在教育、文化和政治生活方面的新时代。

北京大学是五四运动的中心。我也知道五四时期——从1917年到1927年间变革的十年，对于现代中国的出现起了关键性的作用，影响深远。这一时期的许多著名人物活跃在北京大学。比如，人们会想起蔡元培、陈独秀、胡适、李大钊和鲁迅。

今年，公元2008年，五四时期一些重要事件发生后的90周年:作家和教育家胡适先生通过在很有影响力的《新青年》杂志上发表的系列文章，成功地倡导在教育界和新闻媒体中使用白话文。这使得中国年轻人向同胞表达思想的方式产生了重大变化。作家鲁迅先生发表了著名的第一篇白话文小说《狂人日记》。我还注意到鲁迅先生当年为北京大学设计的校徽今天依然在使用。

同学们，今日北大的学子们，你们正是中国知识界忧国忧民的伟大传统的继承者。

今天不是我第一次来到北京大学。但是在这里发表演讲是第一次。对我来说这是莫大的荣幸。我在这里向北大的同学们发表演讲，之所以感到十分的荣幸，是因为你们是未来中国的重要组成部分。

我今天很荣幸能和你们一起参加毕业典礼，斯坦福大学是世界上最好的大学之一。我从来没有从大学毕业过。说实话，今天也许是在我的生命中离大学毕业最近的一天了。今天我想向你们讲述我生活中的三个故事。不是什么大不了的事情，只是三个故事而已。

第一个故事是关于如何把生命中的点点滴滴串连起来。

我在Reed大学读了6个月之后就退学了，但是在18个月以后我真正作出退学决定之前，我还经常去学校。我为什么要退学呢?

故事从我出生的时候讲起。我的亲生母亲是一个年轻的、没有结婚的大学毕业生。她决定让别人收养我，她十分想让我被大学毕业生收养。所以在我出生的时候，她已经做好了一切的准备工作，以使得我被一个律师和他的妻子所收养。但是她没有料到，当我出生之后，律师夫妇突然决定要一个女孩。所以我的养父母(他们还在我亲生父母的观察名单上)突然在半夜接到了一个电话:“我们这儿现在有一个不小心生出来的男婴，你们想要他吗?”他们回答道:“当然!”但是我的亲生母亲随后发现，我的养母从来没有上过大学，我的养父甚至从没有读过高中。于是她拒绝签这个收养合同。只是在几个月以后，我的养父母答应她一定要让我上大学，那个时候她才同意。

在17岁那年，我真的上了大学。但是我很愚蠢地选择了一个学费几乎和你们斯坦福大学一样昂贵的学校，我的养父母还处于蓝领阶层，他们几乎把所有积蓄都花在了我的学费上面。六个月后，我已经看不到其中的价值所在。我不知道我这一辈子想要做什么，我也不知道大学能帮助我找到怎样的答案。但是在这里，我几乎花光了我养父母这一辈子的所有积蓄。所以我决定退学，我觉得这是个正确的决定。不可否认，我当时确实非常地害怕，但是现在回头看看，那的确是我这一生中最棒的一个决定。在我做出退学决定的那一刻，我终于可以不必去读那些令我提不起丝毫兴趣的课程了。而且我还可以去修读那些看起来有点意思的课程。

Today，with joy in our hearts，we are gathering here with friends fromvarious circles of Laos，to hold Yunnan-Laos Trade and Investment Fair．First of all，on behalf of the People's Government of Yunnan Province and my delegation，I would like to extend our warmwelcome to guests who are present at this event，and my heartfelt thanks also go to departments concerned of the Laos and the city of Vientiane for your hospitality rendered to us．

China and Laos are geographically connected，and enjoy a time-honored friendship．This friendship is so cherished by leaders of two countries that our bilateral relations have constantly deepened and exchanges and cooperation intensified in various fields．Yunnan is the only province of China that shares border with Laos，and the bilateral economic and trade interactions and development grow rapidly．At present，the trade volume between Yunnan and Laos has accounted for nearly one third of the total between China and Laos．In other developments，we have established Yunnan-Northern Laos Cooperation Mechanism，and a batch of economic and technological cooperation projects have been going smoothly．The implementation of a group of projects including Vang Vieng Cement Plant has become a model of friendly cooperation between China and Laos．

Promoting and developing Sino-Lao friendly relations not only accords with our common aspirations，but also conforms with our mutual fundamental interests．With growing formation ofChina-ASEANFTAand GMS cooperation，Yunnan and Laos are ringing in rare opportunities and conditions for intensifying mutual cooperation．The purpose of Yunnan Province to organize this government and trade delegation to visit Laos is to carry out the consensus of“enjoying long-termstability，cherishing goodneighborliness，trusting each other and conducting all-round cooperation”，which was reached by the leaders of our two countries．We hope that by holding this event，we can further promote bilateral cooperation，expand cooperation both in quantity andquality，broaden the fields of cooperation，upgrade the level of cooperation and jointly seek new and bigger development．

8年的总统生涯，是美国人民赋予我的荣耀。21世纪的前10年是一个不寻常的时期。今晚，我带着一颗感恩的心来到这里，并且我希望你们能给我最后一次机会，因为我想和你们分享我对过去8年总统生涯的想法，以及我对国家未来的展望。

Today，we have come to this beautiful country—the Kingdomof Cambodia，to join you at Yunnan-Cambodia Trade and Investment Fair that is based on the theme of“Building a PlatformforWider Economic and Trade Cooperation”．First of all，I would like to，on behalf of the People's Government of Yunnan Province and my delegation，to extend my warmwelcome to all the guests present here，and express my sincere thanks to the Royal Government of Cambodia and the Municipal Government of PhnomPenh for your hospitality rendered to us．

Please allowme to take this opportunity to give you a brief introduction to the basic facts about the economic development of Yunnan Province，and I also would like to share with you some of my ideas on promoting our bilateral cooperation in economy and trade．

Covering an area of 394，000 sq km，the province of Yunnan，full of natural beauties，natural resources and naturalwonders，is the home to 26 ethnic groupswith a total population of over 44 million．And this piece of land is blessed with hydropower，bio-resources，minerals，tourism and climate resources，especially，there growa good many colorful ethnic cultures．Since China's adoption of reformand opening-up policy 20-odd years ago，Yunnan has made significant progress in all aspects by giving full play to its rich natural resources and fostering feature economy．Specifically，the year of 2006 saw Yunnan's GDP hit US$51 billion，with its per capita GDP exceeding US$1，000．In Yunnan today，a feature economy，centering on tobacco，electric power，chemical industry，mining，tourism and bio-resource development，has been well established．In fact，Yunnan ranks first across China in terms of tobacco product and fresh-cut flower output，and its annual generation of electricity tops over 75 billion kilowatt-hours．Last year Yunnan province as a whole received 77.21 million tourist arrivals，with its revenue of tourismtotaling nearly US$6.4 billion．

I ampleased to come to London in this balmy spring season and join you in discussing ways to tackle the global financial crisis and restore world economicgrowth．Letme first of all express sincere thanks to Prime Minister Brown for his kind invitation and thoughtful arrangements．

More than four months ago，we met at the Washington Summit on Financial Markets and World Economy．At that Summit，we reached a series of agreement on working together to counter the global financial crisis，strengthen financial regulation and promote reform of the international financial system．Since then，countries around the world have adopted policies to stabilize the financial sector and stimulate economic growth，which have produced initial results．Preliminary work has begun in reforming the international financial system．The international financial crisis，however，is still spreading and deepening，and its impact on the global real economy is becoming more and more evident．The world economic and financial situation remains complex and grave．Quite a number of countries have slid into economic recession and are confronted with severe challenges in maintaining social stability．

The most pressing task now is to make every effort to restore global economic growth and prevent a serious recession，oppose all forms of protectionism and maintain an open and free environment for trade and investment，speed up reformand reshape the international financial order．We should follow through on the international consensus，enhance confidence，take more effective measures，broaden cooperation，conductmore rational reforms and strive for substantive results．

刚刚过去的一年是成效卓著的一年，是不断进取的一年。在美国人民的共同努力下，我们的国家变得更加安全、繁荣和美好。在新的一年里，我们将在已有成就的基础上继续努力，抓住机遇，迎接挑战。

我们的军人为了保卫美国的安全、解放受压迫者而战，他们的英勇事迹有目共睹。他们所做的贡献以及他们家人的支持让我们心存感激，在此，我们为他们的安全而祈祷。

Today，in this beautiful city of Vientiane，we are attending this grand ceremony which marks the start of project on construction of facilities of Southeast Asian Games．On behalf of the People's Government of Yunnan Province，I would like to give my warmcongratulations on the start of the project and extend warmwelcome to guests attending this event．

It is of great importance to guarantee the holding of Southeast Asian Games by implementing the cooperation project on the facility construction for Southeast Asian Games in Laos．The project will further deepen cooperation between Yunnan and Laos．As the project undertaker，Yunnan Industrial Group for Construction is expected to carry on the traditional spirit of teamwork synergy，dedication and innovation so as to ensure a smooth progress of the project．Efforts must be made to ensure a quality project，thusmaking new contribution for Sino-Lao friendship．It is our conviction that，with the help and support of parties concerned fromboth sides，this projectwill be smoothly carried out and completed as scheduled．We hope itwill become a model project for Sino-Lao friendship．

Finally，I wish this project a great success and best wishes to you all!
