W:Mr.Black,thank you for your time of consulting.Shall we take up the question of inspection today?

B:Fine.As an integral part of the contract,the inspection of goods is of special importance.

W:As a routine,we always inspect each batch of porcelain ware for export carefully to see if there is any breakage.

B:That is good.Exporters have the obligation to inspect the export goods before delivery to the shipping line.All the goods must be up to export standards before any inspection authority releases them to the shipping destination.

W:Who issues the inspection certificate then?

B:The certificate will be issued by different administrative levels of Entry-Exit Inspection and Quarantine (CIQ in short) of the People’s Republic of China under the State Administration for Market Regulation.Together with the General Administration of Customs (GAC) and Exit-Entry Frontier Inspection Station under the Ministry of Public Security,they perform the function of quality inspection,customs clearance and immigration and frontier inspection.The CIQ will appoint or delegate certain departments or professional organizations to issue certificates such as weight certificate,animal health certificate,fumigation and disinfection certificate,health certificate,and certificate for pre-shipment inspection.Other specialized inspection authorities include:professional freight forwarders,logistic companies,commercial counselor’s office,chamber of commerce,China National Intellectual Property Administration,China Classification Society (CCS) for shipping inspections as a part of International Association of Classification Societies (IACS).

W:Who will duly sign the inspection certificate?

B:The certificate will be signed by the authorized laboratories,companies or organizations as appointed by the relevant administrations of government.

W:I see.Besides the signature of the commissioner,what else is needed?

B:Well,the certificates are made valid by means of the official seal and personal stamp of the commissioner.

W:The certificate must be issued both in English and Chinese,is that right?

B:That is correct.As a rule,it is made out in Chinese and English respectively.

W:What other certificates do we need?

B:With regard to your goods,the FDA and China Entry-Exit Inspection and Quarantine Administration have agreed on a simplified procedure to sample test each batch of exported porcelain ware.

W:Could you please be more specific?

B:Yes,you may need a certificate that shows your porcelain ware is free from radioactive contamination and is within allowed level of lead and cadmium release.This is decided by the nature of your products.

W:Where can I have my goods inspected for the above-mentioned tests?

B:They can be inspected by your local branch of any designated qualified authorities or laboratories or companies and samples must be taken from all the factory lots.The examination method will have to be specified in the certificate issued.

W:I see.If our porcelain ware contains lead and cadmium above the FDA specified level,it will hurt consumers and damage our image.

B:Far worse than that,it may bankrupt your company if people choose to sue you in court.The compensation may surpass thousands of US dollars.
