7.lodge a claim with...向……提索赔

A claim would then be lodged with (against,before,on) the insurance company.

The buyer claims a sum against the seller for insufficiency of quantity on cotton piece goods.

8.rest with 属于，由……负责

I don’t think the responsibility should rest with us.

The necessary efforts and means to achieve success rest entirely with the buyer(manufacturer,seller).
