莫高窟第3窟为覆斗顶方形窟。洞窟正壁龛内两侧各画二观音菩萨，龛外帐门两侧亦各画二身菩萨。左、右两侧壁（南、北壁）各画千手千眼观音变一铺，千手千眼观音四周环绕飞天和部众。前壁（东壁）门上画趺坐佛五身，两侧绘散财观音和净瓶观音像。窟顶浮塑四龙藻井，四披画团花联泉纹图案。

此窟全窟做成沙泥壁面，上敷薄粉，绘制湿壁画。窟内人物形象生动，线描技艺极为高超。该窟为元代晚期最重要的代表窟，是敦煌现存唯一以观音为主题的洞窟。此后，莫高窟艺术创造即告结束。
