拜占庭帝国是欧洲地中海历史上少有的专制皇权国家,因此其完善而庞大的官僚系统十分著名,而与之相符的各种法律、官制、规章、制度也非常完善。这些典章制度也承载着大量历史信息,成为后世研究者从事历史研究的依据。
