As much as的用法比较多，昨天的用法是考研中比较常见的一种。相当于As well as:

翻译为：“既……又”“不仅……而且”不仅...还…”。

A as much as B说话人或者作者是想强调 A；

如：

He retorted that it was my fault as much as his.

他反驳说那不仅是他的错，而且也是我的错。

或：他反驳说我的错误并不比他的错误小。

注意:当连接两个成分作主语时，其后谓语动词习惯上要与前面一个成分保持一致。如：

John, as much as his brothers, was responsible for the loss.

不仅约翰的兄弟要对这损失负责，而且约翰自己也要对这损失负责。

切分：

1.Austerity（严格节制消费，这里理解为财政紧缩） will continue for the rest of this parliament（本届国会的余下任期内持续）

2.through welfare cuts（削减） （独立成句）

3.curbs（本来是控制的意思，这里翻译为削减） on Whitehall（代表英国政府）departmental spending（独立成句）

财政紧缩仍会在本届国会的余下任期内持续，社会福利和白厅开支将被削减；

第三个并列分句：

切分：

1.consumer spending has suffered

2. owing to rising prices

3. caused by the post-referendum（公投）fall in the value of the pound.

调序：
