Quality Education Resources Available To All Teachers &Students

Tianjin Primary & Middle School Education andTeaching Research Center


 Tianjin Primary& Middle School Education and Teaching Research Center is affiliated to Tianjin Commission of Education. It is a professionalinstitute dedicated to conducting basic education and teaching research, advisingschools on education and teaching activities, administrative decision-making aswell as teacher and student development. We have played an irreplaceable rolein boosting Tianjin basic education reform and development. In 2014, TianjinCommission of Education, along with Tianjin Finance Bureau, issued a mandate constructing“three links and two platforms” in accordance with the strategic deployment ofeducational informationization proposed by Ministry of Education, andinitiating a series of programs to informationize Tianjin basic education, suchas “broardband networks available to all schools, “quality resources availableto all classes” and “online learning opportunities available to all students”. Inthe course of implementing the “three links and two platforms” program, TianjinPrimary & Middle School Education and Teaching Research Center hasintegrated Tianjin’s top-quality education resources and improved the overallteaching quality in primary and middle schools, including sharing distinguishedteachers and high-quality resources, promoting quality-oriented education andinnovating teaching methods, all of which contributes to a high-level balanceddevelopment of Tianjin’s basic education.

SharingDistinguished Teachers

The program is in full swing throughout Tianjin’sprimary and middle schools, to ensure that “Every teacher is capable of givingan excellent lecture and every lecture is equipped with an excellentteacher. Tianjin Primary & Middle School Education and Teaching Research has thus stimulated the enthusiasm ofprimary and middle school teachers and established an original system ofquality resources, a system with Tianjin characteristics, one that incorporatesall grades and subjects, making sure that every lecture is equipped with atleast one excellent teacher. Thanks to the program, teaching expert teams for all subjects and city-level and district-levelacademic guidance offices have been set up to conduct via the platform “TianjinOnline Teaching Research” regular Internet-assisted teaching research toreinforce the teaching ability of the primary and middle school teachers. Bythe time of May, 2015, the number of teachers registered has reached 64416,accounting for 82.5% of the city’s teaching faculty. 23444 registered teachershave uploaded 25174 lecture videos on the platform and 1734 teaching offices ofall levels have been involved.

Tianjin Education andTeaching Research Center has recruited master teachers from all subjects,scholars in the foundational project “Future Educators”, cadre teachers inrural areas in the 265 project to create “online classrooms by outstandingteachers”, to which all the city’s primary and middle schools have free accessfor high-quality education resources.

SharingHigh-Quality Resources

Tianjin Education and Teaching Research Center has also used the platform“Tianjin Online Teaching Research” to assist the city’s primary and middleschool teachers to carry out Internet-based teaching research. A lot of emphasis has been placed onaccelerating the teachers’ professional development, expanding the role ofteaching and research, innovating teaching and research methods, as well aspromoting the Internet-based teaching and research. Advanced study and trainingmanagement has become more systematic and teacher evaluation more scientific.The teaching pertinence and effectiveness have been greatly improved.

By using synergy mechanism,Tianjin Education and Teaching Research Center has integrated the city’squality teaching resources from all subjects as well as all the examinationquestions and test papers. An online course platform for primary and middleschools and an Internet-based teaching quality monitoring system have beenestablished so that all students can learn through the online courses. Theteaching quality monitoring system can keep track of the students’ learningprocess and measure their learning effects.

Meanwhile, an onlinetutoring platform has been set up, through which distinguished teachers canprovide regular online guidance to ensure that all students have theopportunity to receive one-on-one tutoring from excellent teachers.

In 2015, we will establishan interactive platform for primary and middle school parents. Every teacher,student and parent will have their cyber space under the real-name system,which will change the one-way message receiving of traditional parents intomultiple interactions. Parents will be able to know their children’s learningat any time and at any place and have a simultaneous interaction with teachers.

PromotingQuality-oriented Education

Since students can reaplifelong benefits from reading, we have been devoted to stimulating theirinterest in reading. In 2011, we have set up “Tianjin Primary & MiddleSchool Digital Library” under the leadership of Tianjin Commission ofEducation. The library is open for free to the city’s primary and middle schoolteachers and students. It has a vast collection of e-books and electronicperiodicals for primary and middle students of all ages and updates its collectionevery year to satisfy the needs of students to read classics.

The library boasts acollection of 1.33 million Chinese e-books, 500 English e-books, 500 electronicreference books, 40000 art teaching pictures for primary and middle schools,1000 video clips on primary and middle school education, as well as more than2000 basic education and teaching periodicals from 1994 to 2015. TianjinPrimary & Middle School Digital Library has adopted a system with thefollowing features: a) Single sign-on, unified authentication. The systemplatform is installed locally to ensure a single sign-on to all the network’sbooks and periodicals. Teachers and students within campus network, withoutlogging in, have direct access to the library via their IP address; outside ofcampus network, they can also access the library within the time limited. b) Openinterface, unified search. The system has integrated heterogeneous book andperiodical repositories, ensuring a cross-database search, online browsing andfull-text downloading between local and remote resource systems. c) Distributedstorage, unified operation. The system has distributed the digital resources ofthe city, the districts and the schools so that users can retrieve resources possessedby different districts and schools and download them at the nearest site, whichhas greatly fulfilled the readers’ needs.

InnovatingTeaching Methods

With great enthusiasm, TianjinEducation and Teaching Research Center has made steadfast and unswerving effortsin constructing the “three links and two platforms. We have taken advantage of the strategicopportunities and established the new normal for the city’s education andresearch work. Conventional teaching methods have been updated and innovated tokeep pace with the times and meet the demands of “putting people first”. Wehave adopted the teaching and research synergy mechanism, explored data-basedresearch models, constructed basic education databases and gone to greatlengths to collect, sort and store education data. By making use of theeducation data available, we have assessed the performance of the district andcounty research centers and their staff, examined the status quo of schools’education and teaching, helped them establish a school-based education qualityassurance system, encouraged teachers to conduct education-based teachingresearch and address teaching problems from a more rational perspective so as tomake their teaching more scientific, more humane and more effective.
