Lawful and unlawful means of waging war--nuclear weapons

With the development of modern technology, new weapons also developed a lot. Chemical weapons and nuclear weapons are used in wars. International law and domestic law are not changing so fast, while the inernational society and domestic society chage very fast. Do we need to chage the law to match the chage of the society? Do we think we should have some principles which may be used to applied with the change of the international or domestic society? How can we protect civilians and also, civilian objects in modern wars?
