Internal waters

When we talk about sea, internal water is the most important part. While actually internal water is not really a part of the sea, but a part of territroy of a state. States can exercise all kinds of soverign powers over its territroy. What about the internal water? How to define internal water? 


Question:

 How to define internal water? What are the criterias?
