It is an accepted practice for the exporter to have the goods inspected(检验) and quarantined(检疫) before shipment, so that(因此) the seller can obtain(获取) the certificate(证明) of quality, quantity or weight and,  thereby,  negotiate(协商) with the bank for payment upon presentation(递交) of the shipping document.

Inspection and Quarantine Agencies


The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) (国家质检总局)is the administrative(管理的,行政的) and law enforcement organ(执法机关)for quality control, measurement(计量), inspection(检验) of import and export commodities, entry-exit(出入境,进出境) health quarantine(卫生检疫), entry-exit animal quarantine, certification(认证) and standardization(标准化) in China.

There are still quality and technical supervision bureaus(质量技术监督局) and Inspection and Quarantine bureaus (检验检疫局) in various provinces(省) , autonomousregions (自治区)and municipalities(直辖市),but such bureaus(局) are directly under the administration of AQSIQ.

Objects Subject to entry-exit inspection and quarantine


Objects(物体,对象) subject to entry-exit inspection andquarantine include commodities (including animals and plant products),and means of transportation and transport equipment carrying  commodities, animals, plants and passengers(旅客,乘客) in and out of China(进出入中国), as well as persons entering and exiting the country. But, here we focus on(集中,聚焦) the commodities inspection(商品检验).

Documents Required forInspection and Quarantine


Inspection and quarantine documents required for import goods include: foreign trade contract(对外贸易合同)foreign invoice(外国发票), bills of lading(提单), packing list(装箱单), weight note(重量单)permits(许可证)quarantine inspection report(检验检疫报告) and certificate of origin(原产地证明) issued by the exporting country.

Inspection and quarantine documents required for export goods include: foreign trade contract, letter of credit, license(许可证) and factory inspection list.(工厂的检验单)

The inspection certificate(检验证书) is a written(书面的) document issued by the commodity inspection institution(商检局),bearing witness(见证) to the result of inspection.


Inspection and Quarantine Procedures


China adopted(采纳,采用) the practice of "quarantine inspection before customs declaration(先报检再报关)"in customs clearance following the establishment of a new clearance system(模式) for goods subject to inspection and quarantine on January 1st 2000.

Import GoodsClearance Slips(入境货物通关单)and Export Goods Clearance Slips(出境货物通关单)stamped(盖章)with the special (专用)seal(铅封,铅印) of inspection and quarantine authorities )are issued to goods subject toentry-exit inspection and quarantine upon satisfactory (符合要求的)inspection.

Inspection and quarantine procedures normallyinclude six steps: 1.application(申请) for inspection, 2.acceptance of application, 3.calculation (计算)and collection(收取) of fees, 4.inspection and quarantine, 5.decontamination treatment(卫生处理),and 6.issuance of certificate and release of goods.

For import goodsinspection and quarantine authorities will issue an Import Goods Clearance Slips(进口货物通关单) after receiving application for inspection.

Customs(海关) will examine and release the goods upon presentation of the slip. Goods that pass inspection and quarantine willbe issued an Import Goods Inspection and QuarantineStatus Notice(进口货物检验检疫状况通知书), while those that fail will be issued a quarantine inspection report (检验检疫报告for claiming compensation(赔偿).

For export goods, those that pass inspection and quarantine will be issued an Export Goods Clearance Slip(出口货物通关单),which is used by customs as the basis for the verification(确认,核实,核销) and release of the goods. In cases where foreign importers require inspection and quarantine certificates, such certificates will be issued upon application by the foreign trade party and satisfactory inspection and quarantine. A non-conformity(不相符,不一致) notice will be issued if the goods fail inspection.

 For import and export goods (including transit goods过境货)listed in the catalogue(目录), customs will examine and release the goods against Import Goods Clearance Slip or Export Goods Clearance Slip issued by the entry-exit inspection and quarantine authorities (出入境检验检疫机构)at the place of declaration(申报地).

Unless otherwise specified in AQSIQ documents, if an enterprise (企业) is required to provide inspection certificates on the quantity of import and export goods not listed inthe catalogue, it may obtain such certificates from inspection organizations designated(指定)recognized(认可) or approved(批准)  by AQSIQ.
