11.2.1 The Business Scope of International Transport Freight Forwarder

1) Canvassing cargo, booking space, consignment for shipment, warehousing and packaging 

2) Supervision on cargo loading and unloading, container stuffing and devanning, distribution, transit, and related short-distance transport services

3) Custom declaration, commodity inspection and checking, and insurance purchases.

4) Making, signing and issuing relevant documents and bills, payment of transport fees, settlement and payment of incidental charges

5) Freight forwarding of international items on display, personal belongings and cargo passing through the territory of a country

6) International multimodal transport, and container transport 

7) International express delivery 

8) Consultation and other international freight forwarding operations.

• The actual operation business should be in accordance with those approved by and registered in department of foreign economic relations and trade.

• A forwarder is allowed to expand its business scope if needed.

(1) The business content a forwarder provides when he works as an agent of cargo owner

1) Working as agent of consignor

 Providing information on train number, shipping date, flight number, freight rate, customs declaration, commodity inspection and checking, loading and unloading regulations at port of shipment, transit and destination. 

 Choosing transport route, transport mode and appropriate carrier upon the request of the consignor, arranging transport and transit of the goods, negotiating for preferential freight rate, and confirming freight charge and other related expenses.

 Accepting and examining the certificates and documents provided by the consignor and reminding the latter to prepare transport files, certificates and documents as required by import country or region.

 Filling in and making out cargo transportation documents for purpose of customs declaration, commodity inspection and checking.

 Renting transport tools from chosen carrier and booking vessel and cargo space.

 Arranging short-distance transport of goods from the place of consignor or other place named by the consignor to the departure station, port or airport, and handing over the goods to the carrier or his agents.

 Arranging the packing, warehousing, weighing, counting, scaling, labeling and marking of the goods, and station, port and airport entrance formalities.

 Arranging the stuffing and assembling of container, tallying of cargo and supervising the loading.

 Processing transport insurance formalities.

 Inquiring and mastering the shipping condition and time of departure and timely informing the principal of shipment information.  

 Collecting shipping document, bill of lading and other certificates of cargo receipt from carrier or his agent and handing them over to the consignor or handling on his instruction.

 接受、审核发货人提供的货物运输资料、单证，提醒发货人准备货物进出口地所属国家或地区要求的货物运输文件、单证；

 代为填写、缮制货物运输单据，以备办理通关、报检、报验等出口手续；

 向选定的承运人租赁运输工具、洽订车辆、舱位；

 安排货物从发货人处或发货人指定的其他处所到货物起运车站、港口或机场的短途运输，将货物交付承运人或其代理人；

 办理出运货物的包装、仓储、称重、计量、检尺、标记、刷唛、进站、进港、进场手续； 

 办理出运货物的装箱、拼箱、理货、监装事宜；

 办理货物的运输保险手续；

 办理货物的通关、报检、报验等手续，支付有关费用；

 查询、掌握货物装载情况及运输工具离开车站、港口、机场时间，及时向委托人报告货物出运信息；

 向承运人或其代理人领取运单、提单及其他收货凭证，及时交给发货人或按其指示处理；

 联系承运人或其在货物起运地、目的地的代理人，掌握运输情况，监管运输过程，及时向发货人通报有关信息；

 记录货物的残损、短缺、灭失情况，收集有关证据，协助发货人向有关责任方、保险公司索赔；

 Contacting carrier or his agent at the place of departure or destination for shipping condition, supervising the shipping process, and making timely notification to the consignee.

 Keeping in contact with the consignee, accepting and examining his documents, assisting him in preparing goods pick-up and acceptance.

 Paying the carrier, his agent and other parties on freight and incidental charges.

 Arranging customs declaration, taxation, and clearance, commodity inspection and checking, and making payment on relative tax and charges.

 Arranging formalities of goods pick-up, acceptance, container devanning, unloading and checking.

 Arranging movement, warehousing, transit and distribution of goods.

 Arranging short-distance transport of goods from place of unloading to place of consignee or other place name by consignee.

 Handing over required goods and related documents to the consignee or his named party.

 Recording damage, shortage and loss of the goods, collecting relevant proofs, and assisting consignee in filing claim to responsible parties and insurance company.  

 Other activities commissioned by consignee.

 办理货物的报关、纳税、结关、报检、报验手续，代为支付有关税金和费用；

 办理货物的提取、接收、拆箱、监卸、查验手续；

 安排货物的短倒、仓储、转运、分拨事宜；

 安排货物从卸货地到收货人处或其指定处所的短途运输；

 向收货人或其指定的其他人交付货物及有关单据；

 记录货物的残损、短缺、灭失情况，收集有关证据，协助收货人向有关责任方、保险公司索赔；

 收货人委托的其他事项。

1) As agent of carrier for exported cargo

 Replying the shipper information on number of vehicle, shipping date and number of airplane, freight rate, shipping condition, etc. 

 Contracting shipping, handling consignment, accepting the rent of train, vessel and airplane and the space booking of train and cabin from consignor, and concluding shipping contract.

 Making out entry documents of goods and arranging the entry of goods into warehouse, station, port, airport or container. 

 Assisting the carrier or station, port or airport in assigning shipping tools and loading of goods.

 Examining bill of goods gathered in the station, port or depot, making out export shipping document, bill of lading and etc., and making customs declaration.

 协助承运人或车站、码头、机场进行车辆、船舶、飞机配载，装车、装船、装机；

 审核车站、码头、场站汇总的货物清单，缮制货物出口运单、提单等单证，并向海关申报集装箱、集装器、货物情况；

 向航次租船的船舶承租人签发滞期或速谴通知；

 向托运人签发运单、提单，收取运费、杂费；

 办理货物、集装箱的中转手续；

 汇总出口货物运输单据，审核有关费用、费收，办理支付、结算手续；

 向委托人转交货物运输文件、资料，报告出口货载、用箱、费用、费收情况；

 向货物的目的地车站、港口、机场承运人代理传送货物运输文件、资料，传递运输信息；

 承运人委托的其他事项。

 Notifying the station, port or airport of goods unloading.

 Arranging container devanning, goods transit, checking and acceptance.

 Collecting freight, incidental charges and other related fees and arranging goods release.

 Accepting goods from consignor or his agent at place of departure or other place and issuing certificate of good acceptance, bill of lading and shipping document.

 Confirming route and mode of transport and entering into cargo transport contract with actual carrier and sub-carrier.

 Arranging and tracking the shipment.

 Ensuring the container used if necessary and applying for carrier’s liability risk insurance.

 Notifying the agent at the place of transit and sub-carrier of the transit, reloading and transshipment of goods.

 Periodically informing consignor, consignee or their agent of goods location and condition.

 Arranging stoppage in transit upon the request of cargo owner.

 Informing the consignee or his agent of time of arrival and arranging the agent at destination to arrange pick-up notification and goods hand-over.

 Collecting freight and incidental charges from cargo owner or his agent and making settlement.

1）以缔约承运人、无船承运人、多式联运经营人身份提供货物运输服务

 在货物的起运地或其他地点与托运人或其代理人办理货物的交接手续，签发收货凭证、提单、运单；

 确定运输方式、运输路线，与实际承运人、分包承运人签订货物运输合同；

 安排货物运输，跟踪监管货物运输过程；

 必要时，对装载货物的集装箱进行保险，对货物的运输投保承运人责任险；

 通知在货物转运地的代理人，与分包承运人进行联系，申办货物的过境、换装、转运手续，办理相关事宜；

 定期向发货人、收货人或其代理人发布货物位置、状况信息；

 在货主提出要求时，安排货物的中途停运；

 通知收货人或其代理人货物运抵目的地的时间，安排在货物目的地的代理人办理通知提货、交货手续；

 向货主或其代理人收取、结算运费、杂费；

 办理货物的索赔、理赔手续。

2）When working as warehouse operator.

 Tallying goods, inspecting package and label, and arranging goods acceptance with cargo owner or shipping staff. 

 Examining quality of goods on behalf of the cargo owner upon his request.

 Arranging entry of goods into the warehouse according to examination result.

 Making reasonable storage, stacking, thatching and padding of the goods according to nature, characteristic and storage requirement of the goods.

 Establishing storage record, making periodic or occasional count of the goods and making inventory record.

 Storing goods properly and conducting timely maintenance.

 Organizing original packing and assembling odd-lot goods upon request of cargo owner.

 Examining exit certificate of goods filled in by cargo owner such as bill of lading and allocation order of goods and updating inventory record.

 Dispatching, packing and marking the goods and moving the goods to tallying spot for shipping.

 Reexamining exit certificate of goods, handing over the goods to cargo owner or his carrier, and writing off the stored goods.

2）以仓储保管人身份提供货物仓储服务

 清点货物数量，检查货物包装和标志，与货主或运输人员办理货物交接手续；

 根据货主要求，代为检验货物品质；

 根据验收结果，办理货物入库手续；

 根据货物的性质、特点、保管要求，分区、分类按货位编号合理存放、堆码、苫垫；

 编制保管账卡，定期或根据临时需要进行盘点，做好盘点记录；

 妥善保管货物，及时保养、维护；

 根据货主要求，整理货物原件包装，进行零星货物的组配、分装；

 审核货主填制的提货单或调拨单等出库凭证，登记保管账卡；

 配货、包装、刷唛，集中到理货场所等待运输；

 复核货物出货凭证，向货主或承运人交付货物，核销储存货量。
