Main Contents
Entry-exit inspection and quarantine administration: import and export goods and their packaging, articles and packages, vessels or vehicles, transport equipment, and inward and outward individuals.
Purpose: maintain the reputation of foreign trade, protect the interests of the exporters and safety and property.
Inspection is to check whether the goods are in accordance with the safety and hygiene requirements.
9.1.1 Import Inspection Operations
For the import commodities:
• The receivers, users or forwarding agents should apply to the inspection authorities at the arrival port/station in due time. 申请报检
• A survey report or inspection certificate shall be issued to the applicant. 发放检验证书
• These commodities shall be checked and released by the customs upon presentation of the seal. 报检后放行
For export commodities
• the manufacturers or suppliers should apply for inspection before shipment. 运输前申请检验
• The inspection authorities shall issue inspection certificates to clear the goods. 发放检验证书
• If vessels and containers are used for carrying perishable goods 如果运输易腐烂货物
the carriers should apply for inspection of the containers to prove they conform to the technical condition for shipping. 运输人申请检验容器技术标准

9.1.3 Entry and Exit Quarantine Formalities
（1）出境：报检 – 收费 – 检验检疫 – 商检放行（签发《出境货物通关单》） - 报关 – 海关查验 – 缴纳海关税费 – 海关放行
（2）入境：货物入境 – 报检 – 收费 – 商检验单放行（签发《入境货物通关单》） - 报关 – 海关查验 – 缴纳海关税费 – 海关放行（准予使用或销售） - 提货 – 实施检验检疫
（1）The organizations first go through the registration procedures. 办理登记备案手续
• Inspection declarers first obtain the Certificate of Commodity Inspection Declaration (CIQ)
then make the inspection declarations by the certificate. 报检人取得证书，报关
• The inspection agent needs to provide formatted letter of authorization which is filled out by the principal. 代理报检还需要提供委托书
（2）For import goods applying for inspection
• entry goods inspection declaration form should filled in and be accompanied by contract, invoice, delivery order and other documents.

（3）For export goods applying for inspection
• declaration form should filled out and be accompanied by contract, invoice, bill of lading, letter of credit, packing list and other documents.

（4）For entry commodities, transport tools and individuals, inspection should be applied to the designated inspection and quarantine authorities.

（5）To import microorganism, human tissue, biological product, blood, blood products or breeder, birds and its seminal fluid, embryo and fertilized egg to our country must apply for inspection 30 days prior to the arrival.

（6）Exit transport tools and individuals should be applied for inspection.

• For exit goods which need to be placed in isolation for quarantine inspection should be pre-declaration 60 days before exit and application for inspection 7 days before isolation.

（7）For export goods, the latest application for inspection should be submitted 7 days before the customs declaration or shipment.
