4.2.1 Bonded Warehouse 

Significance

 Bonded warehouse is the most typical in bonded system. 是保税系统中的典型

 It is considered as an important part in international logistics warehousing. 是国际物流仓储中的重要部分

(1) Definition of Bonded Warehouse：

 approved by customs authority to specifically store bonded goods. 

   经海关批准用于存放保税商品

Requirement: Detailed warehouse account book and professional management personnel trained and approved by the customs. 

  详细的账簿、专业的管理人员

(2) Goods Permitted to Store in Bonded Warehouse 允许存放的货物

1) Goods permitted by the Customs to import but suspended for formality of import duty. 

    缓办纳税手续的进口货物

2) Goods needing technical processing for import. 

    需做进口技术处置的货物

3) Goods for re-export after processing on buyer-supplied materials.  来料加工后复出的货物

4) Goods of temporary storage for transit. 

    不内销而过境转口的货物

(3) Types of Bonded Warehouse

1) Specialized Bonded Warehouse: operated and used by enterprises with right of foreign trade. 

  专用保税仓库（私有）

2) Public Bonded Warehouse: an entity having legal person qualification. This type of warehouse usually doesn’t operate commodities but only serve owners of bonded goods. 

  公共保税仓库面向客户提供服务

3) Bonded Factory: a whole factory or specialized workshop. Conducts processing of imported materials and assembling of imported parts. 保税工厂

4) Customs Supervised Warehouse: storing goods or luggage entering territory but not picked up yet or goods having no complete documents or formalities and thus not cleared by the Customs. 海关监管仓库

4.2.2 Free Trade Zone

1. Definition of Free Trade Zone:

• a specified region and warehouse established, approved and supervised by the Customs. 

• Foreign goods are not taxed in the Zone or when they are re-exported.

海关设置的或经海关批准注册的，受海关监管的特定地区和仓库。

2. Development of Free Trade Zone in China

• In 1990: first Free Trade Zone, Shanghai Waigaoqiao Free Trade Zone. 

• Free trade zone is a result of China’s comprehensive opening-up strategy in 1990’s, 

• to improve investment environment and attract foreign capital. 

• the greatest opening degree in China and plays significant role. 

• attracting foreign capital, conducting export processing, international trade, transit trade and warehousing. 

 It broke the traditional mode, converting the simplex function into multiple and comprehensive functions.  多功能综合型发展
