Engineer (E): Good morning! First let me introduce myself. My name is Sharkir Hussain, a consultant engineer of Bin Qasim 560MW Combined Cycle Power Plant Company Limited. I am glad to meet you!

E: Taday, as a representative of the owner of the Power Plant, I would like to thank you for your attendance at the presentation meeting. We want to learn more about your company’s capacity for power plant construction.

E: Now let me introduce the project briefly, though it has been mentioned in the Prequalification Document which was issued to you a few days ago. Bin Qasim 560MW Combined Cycle Power Plant is a gas power plant with 3 units of 560MW (megawatt) Turbine Generators. This project is financed by the World Bank and implemented though an international tendering procedure. The construction period from the piling works to generating power by the first unit is 30 months and the quality must be complied with advance international standard.

C: That means this project is really a challenge to us and we will have very hard competition in tendering.

E： You are right. So you should pass the Prequalification procedure first. Now let’s go on. The power station is located in Bin Qasim Seaport. Karachi. Pakistan. The general geological information is mentioned in the document, but not in much detail because in next stage, the tendering stage, more detailed information will be provided. Now , could you give me an introduction to your company?

C： Since we have had business relationship with your organization before，by the way, and our company also is a famous construction firm in Southeast Asia, do we still need to introduce our company in every detail for the prequalification?

E： I am afraid that there is no exception for any firm. As you know that this project is a very large one and we must choose qualified contractors through certain procedure. Please write in detail. As the document requires. For example, in the first page you will put your company’s full name, the name of corporate representative and address, telephone and fax numbers, post number and email address if it is available.

C： Concerning the Company’s experience, the works completed by our company during last ten years can be listed in pages, shall we list them all or just the major works?

E： This sort of things can be left on you to decide. You may choose the typical works which can show your company’s capacity best. And also the locations of the works, the values of each contract, names and addresses of the owners and the completion time should be listed clearly. Can you tell me how many projects similar to Bin Qasim Power Plant have been performed by your company? I would like to hear your brief introduction.

C： It is my pleasure to do that. Our company is one of the largest construction companies on the range of gas turbine power palnt, nuclear power plant and hydropower station and also is the unique one which has experiences of construction for power resoures in our country—China. As a partner of the Civil Works Joint Venture, we implemented the Civil Works of the 2 × 900 MW nuclear power station in South China.

E： Is the Da Yawan Nulear Power Station in Shenzhen of Guangdong Province?

C： That was the first project we carried out by following the international standards. Now we are familiar with British, French, Japanese and American standards.

E： It is not a bad idea to attach some brochures and also you still need to fill out all forms we required. For example, for your employees situation, you should put the numbers if senior technical persons, technicians, management staff and skilled workers. Regarding the construction equipment you should list all main machines and equipment owned by your company with their quantities, capacities, depreciation years and producer’s names.

C： Ok. We will do the required thing first, then more material will be added to the document for more detailed introduction. Now may I ask a question about the Legal Litigation. What shall we have to do with this form ?

E： Firstly you should present a copy of your company’s business license here. If your company had any legal suits or arbitration cases during previous years，you should list them in this form.

C： Fortunately we have not had any suit cases.

E： In this case, you just fill “No” in the forms, that’s all. But you should not forget that you must have the certificates from the notary public office for your business license and the financial reports. Otherwise your informations is not in legal position.

那么您只需在表格中填写“No”即可。 不过别忘了您必须是由公证处对贵公司营业执照和财务报告开具的证明书。 否则将视为无效文件。

C： Concerning the financial reports, is it enough for us to submit our “ Assets and Debts Report” and “Profit ans Loss Report” for previous three years?

E： It is Ok. But if you can provide a certificate from an honorable bank saying that your company has a good credit in the bank as required in the document, or will be very helpful to identify your financial position.

足够了。 如果贵公司能够提供一份如预审书要求的、 有一家信誉较好的银行出具的、 证明贵公司在银行有良好信誉记录的证明书， 那对表明贵公司的财务状况是非常有帮助的。

C： We are not sure that the bank can issue such certificate for us but we will try to obtain it. By the way our company have got the ISO9002:94 certificate from Guangdong Quality Center for last year which will be added in our quality assurance system in the document.

E： I believe it is very necessary and also don’t forget the safety guideline method of your company.

C： Yes, safety is also a very in portant aspect in our construction management. Thank you very much for your elaborate explanation of the prequanlification document.
