A General Statement Supported by Example(s)

The title of the passage is "Longing for a New Welfare System". In fact the passage develops from three aspects to concentrate on the topic: How people behave under the present welfare system, the problems with it, and what should be required of the new system. Look at the following chart and you will find: To prove his viewpoints, the writer uses some examples to support his arguments. For example, if you have a look at Paragraph 1, you would find that the paragraph is written with a general statement supported by examples.

A welfare client is supposed to cheat. Everybody expects it. (General Statement) Faced with sharing a dinner of raw pet food with the cat, many people in wheelchairs I know bleed the system for a few extra dollars. They tell the government that they are getting two hundred dollars less than their real pension so they can get a little extra welfare money. (Example 1) Or, they tell the caseworker that the landlord raised the rent by a hundred dollars.(Example 2)
