Outsourcing: This is another of the controversial issues associated with trade liberalization.  The authors make an excellent point that much of the debate over outsourcing is more about who enjoys the benefits of the increased efficiency associated with lowering costs than it is about concern over whether or not such changes are efficient.  This realization provides a justification for possible transfer payments and job retraining programs for individuals who are hurt by outsourcing.
