"River Chief System: Innovation of water environment governance in China" is an important course for international graduate students majoring in environmental science and engineering, as well as water conservancy project. The teaching objective of this course is to enable students to meet the following requirements: 
1．To gain a basic knowledge on the history and perspectives in Chinese water pollution control
2．To get familiar on the history, function and development of River Chief System in China
3．To learn the outcome and weaknesses after full implementation of the River Chief System since 2016
4．To know the trends, problems and perspectives of public participation of the River Chief System
5.   To have an overview on comprehensive watershed management in the context of high quality development
